Martyn's Law: what it means for your organisation
The Terrorism (Protection of Premises) Act 2025, known as Martyn's Law, received Royal Assent on 3 April 2025. Named in memory of Martyn Hett — one of 22 people killed in the 2017 Manchester Arena attack — the Act introduces new legal duties for qualifying premises and events. Enforcement is expected from approximately April 2027.
The government's position is clear: organisations can meet the Act's minimum requirements without specialist services. But minimum compliance — notifying the SIA and having a basic public protection procedure on paper — is not the same as being genuinely prepared for an active assailant incident.
