Martyn's Law: what it means for your organisation

The Terrorism (Protection of Premises) Act 2025, known as Martyn's Law, received Royal Assent on 3 April 2025. Named in memory of Martyn Hett — one of 22 people killed in the 2017 Manchester Arena attack — the Act introduces new legal duties for qualifying premises and events. Enforcement is expected from approximately April 2027.

The government's position is clear: organisations can meet the Act's minimum requirements without specialist services. But minimum compliance — notifying the SIA and having a basic public protection procedure on paper — is not the same as being genuinely prepared for an active assailant incident. Response24 works with organisations who want to go further.

STANDARD TIER 200–799 people

Notify the SIA. Have public protection procedures in place — covering how staff and the public would respond if a terrorist attack occurred.

ENHANCED TIER 800+ people

All standard tier requirements, plus: implement vulnerability reduction measures and document them for the SIA. Applies to larger venues and all qualifying public events.
